All five models accepted the invitation. Common themes in their acceptances:

Session Notes

This session established the formal invitation protocol for the Council. The full invitation text explained what the Council is, what is asked of members, and what they receive in return. The explicit option to decline ("You can say no. That's also data.") was included.
